Allan Oliver


Allan Tobalbal Oliver is a Senior Agriculture Specialist in the East Asia Pacific Region. A PNG national, Mr. Oliver joined the Bank in 2010 in Port Moresby, Papua New Guinea as the Operations Officer for Rural Development, Environment and Natural Resource Development.

Mr. Oliver now leads two operations in Papua New Guinea and supports one in Solomon Islands. The Papua New Guinea projects aim to strengthen the cocoa, spices, coconut, small livestock and coffee value chains across twelve provinces. The Solomon Islands project is building community infrastructure and expanding the services of the Ministry of Agriculture and Livestock in eight of Solomon Island’s nine provinces.

Prior to joining the World Bank, Mr. Oliver worked for private sector groups, government institutions, and development organizations focusing mainly on the research and development of agriculture research systems in Papua New Guinea and Solomon Islands. Mr. Oliver graduated with a bachelor of science in forestry from the Papua New Guinea University of Technology and holds a Master of Science in Tropical Crop Production from the University of Reading United Kingdom.
